RRPN helps communities strengthen their recovery and resiliency networks — their social safety net — so they can respond as one, bring survivors home, and rebuild well. We bring research, planning, and policy expertise in service of that work.
What we do
At the core of RRPN's work is strengthening recovery and resiliency networks — helping communities build the connections that let them respond as one to disaster and recovery. Our research, advocacy, and education exist to serve that network-building, from survivor return and housing stability to sound planning and long-term fiscal sustainability.
Recovery & Resiliency Networks
Our primary work: strengthening the recovery and resiliency networks — the social safety net — that let communities respond as one to disaster, support survivor return, and combat displacement. We do it by pairing technology with partnerships with existing community organizations, the same approach that helped Altadena Recovery Watch engage 2,400+ residents in three weeks.
Research & Policy
Rigorous research in service of that network: survivor return and housing stability, equitable disaster response that centers vulnerable populations, and sound planning for private land, the public realm, and infrastructure — paired with the long-term fiscal sustainability recovery depends on.
Advocacy
Advocating for systems-level remedies rather than one-off fixes — and helping communities attract the greater public and private investment that rebuilding actually requires.
Education
Educating residents, practitioners, and policymakers — and convening across sectors, from local government to utilities to funders, so everyone at the table is working from the same facts.

Born of the 2025 Eaton Fire, Altadena Recovery Watch engages thousands of residents on the land-use and rebuilding legislation shaping their recovery (SB 1090 and SB 1123). Neighbors informing neighbors, so the community's voice reaches Sacramento.
